Ironically a vegan would not need to be tested for mad cows desease as BSE is an infectious disease believed to be due to a misfolded protein, known as a prion. Cattle are believed to have been infected from being fed meat and bone meal (MBM) that contained the remains of other cattle who spontaneously developed the disease or scrapie-infected sheep products. So the vegan mentioned up thread would probably be fine.
Unless a carnivore enters a restaurant eg McDonald's and asks the server to omit the bread,fries,gherkin,saled etc then it's safe to say that meat eaters also consume food previously deemed 'vegan.' Palm oil is in many foods, most vegans will actively avoid palm oil and have done so for years.

To support these crops, one third of arable land being used for feed production globally, using vast amounts of land and water resources.
