Well, the problem is it was so long ago, I don't really remember where all I went. There wasn't one single place, but there were places throughout the city where they were indeed grouped.
I ended up buying my car at a Renault dealership called Centro Automotores (http://www.centroautomotores.com.ar/usados.php). The funny thing is - I just went to the site and did a quick search and noticed in the description of every auto they say "no incluye transferencia". It looks like they are either charging extra for that, or they no longer do the transfers, which seems really strange. Without getting into the whole thing, I don't know. They had nothing in your price range, though I did see on another site (http://www.deautos.com) autos in your price range.
The way I did it back then was basically searching "autos usados capital federal" and then spend hours looking through what seemed to be the most promising ads, making contact and finding out where they were (in some cases - in some cases the addresses were available without contacting). Then I'd look on Google Maps and figure out where there seemed to be places close together, take a cab and spend the day looking.
The place I mentioned was on Cordoba 3647, near Gallo. There were a couple of other used car places nearby. There were other places I went to that had a few car lots nearby each other, but I always found them by accident when I went to see another one.
