i think he may talking about the bolivian expats usurping properties and recieving government welfare. or maybe the senegalese "expats" selling chinese crap on the sidewalk. otherwise i don't know what hes talking about, ive met a grand total of 5 expats in the second largest city over the past 3 years. why he else would specify them being not from the US or europe? unless hes talking about a sizeable australian expat trend, of which i've not seen or heard of one."100s of thousands"???
