Socialism is when government takes money by force that was earned by one group and gives it to another group. If an individual gives money to help someone, that is charity. When it is taken by government power, it is socialism.

Nobody would deny Mexico's poverty but, at the same time, it looks pretty good to many Central Americans. And the point of the article is that there is also considerable dynamism in contemporary Mexico.

Mexico has a huge automotive industry which has grown really fast. And it is not only putting imported parts together but the whole process including mines, steel works - to the assembly of the final product at the end of the process. Some of those jobs used to be in Detroit etc. before. When I lived in there in the north many of my friends worked in companies involved in automobile production. For Mexican and Central American standards those companies pay pretty well.
 
Mexico is after Brazil, the most industrialized country of the region. It is waaaaaay more industrialized than Argentina, more heavy industry, more complex industry. But still, is a country with a lot of big social issues, such as inequality, poverty, etc. They are 100 million people + 50 in the US. I wonder what would have happened if they werent US neighbours.

How do corruption surveys work? Do they ask the police forces in question to estimate whether they are 40%, 60 % or 80 % corrupt? Do they offer bribes and make notes of who accepts and who doesn't?

A good rule of thumb would be to assume that the police in almost all of South America are corrupt. Learn Spanish & Portuguese for "I sincerely apologise, is there some way that we can sort this out" whilst holding money in your mit.
