I think Buenos Aires still has alot going for it, but obviously less than was the case a few years ago. The tourist visa thing is a pain in the ass, and more so recently with the government's intimidation about the in and out every 90 days. If you were planning on staying a long time, I would second others who advise looking into residency. If you are not wedded to the idea of a long stay, just pay the fine when you exit the country. Much less anxiety provoking than fooling around with the visa runs.
