zona franca in Chuy Uruguay?

Has anyone been to this zf? Is it like the one in Punto Arenas in Chile or more importantly markedly cheaper than BA
 
Chuy is one of the two original border towns ( along with Rivera ) declared duty free by the Uruguayan government back in the eighties = another four have been added soon. The town is much more retail focused than Punta Arenas - the main target for the retailers are the Brazilian tourists . Prices in general are cheaper than Argentina and in line with airport duty free shops.
 
Forgot to add - the shops are quite small but s fewer bigger outlets have opened in the last few months
