I use Radio Taxi del Plata for all my cab needs because of one little detail: they accept credit cards, as long as when you call them you tell them you are going to pay by credit card and give them the credit card numbers. They almost never take long to get you a cab where you request it, so they could be called upon landing (or booking using their mobile app, although I am not sure how the CC payment would be scheduled that way). I have no idea if they have english speaking operators, tho, so that could be a potential issue.

I'm surprised nobody has mentioned Aerobus. I usually crash in San Telmo, and this shuttle bus leaves you right on Belgrano and Balcarce. If you are going to pick up somebody and have no luggage, you pay 36 ARS. If you have one suitcase, it's 70 ARS. Two, that's 90 ARS. Or at least, those were the prices last winter and those are still the ones they advertise.
