Actually it's not 'para todos'. If you look at some of the recent legislations, it's basically subsidizing from the bottom to the middle/top. While the subsidies are paid by taxes and thus all people, including workers which just earn enough to get food on the table, I'm pretty sure that the latter won't fly as much or can buy US$ and sell it to a cuave to make some decent money. So basically the poorer workers fund the middle class - I guess that's what they call inclusion here...
