Yes, in my case I have to avail of unskilled labor so it's an important factor for me. You're right that for most expats it would be irrelevant.
Amazing that Argentina is more expensive than Spain despite much lower wages. Must be tough for people.
 
No, it's not at all important. I currently live in Latin America. I can speak to my kids at home. Everyone speaks English nowadays anyway.
Are you rural or urban? Southern Argentina sounds ideal in terms of geography and climate. Chile too wet, Uruguay too flat.
I live in Neuquen capital. I'm also the only expat here (that I know of). It's an urban city, but well blended with nature. There are rural zones along the Rio Negro Alto Valle. It's on the northern edge of Patagonia. Much of Patagonia is steppes, scrubland and chaparral. It's a dry climate, we receive perhaps 3 cm a year of rain. The cost of living here is also the highest in the country. Personally, I prefer Cordoba to Neuquen, but we settled here to be closer to family.

That's a very curious statement...do you work in exports? Are tax regimes and export restrictions important to you?

I have some kids that need special care.
Neuquen looks nice but way too big for me. Though I suppose there are nearby rural areas. Towns like Junin and Martin de Los Andes look interesting but the altitude is too much. I'm looking for less than 500 MASL.
What do you think El Bolson?
Which part of Cordoba were you looking at, or did you mean the city of Cordoba?

Finding in-home care for your children would certainly be more affordable down here, assuming the caretakers don't need special training.

Regarding the location, your search is too broad. Rural land can be found in 90% of the country. Try to consider your wants/needs. Do you need proximity to specialized medical care? Take a look at a climate map, an elevation map, a population density map. A crime map, proximity to airports, beaches, mountains, etc.

I can say that the crime rate in a small town or rural area is likely to increase when a foreigner and his family locate there, but I doubt that any crime map will ever indicate the victims' nationality.

What do you mean by down here? Currently I live in Mexico. Or do you mean Neuquen vs Cordoba?
Is there significant crime in the countryside and small towns such as El Bolson or Junin?
I like a dry, temperate (even a bit cold) climate. North is too warm and humid though I did visit the nice town of Capiovi in Missiones a year ago. Cordoba sounds very good as does some of the southern region. I like mountains, at least hills, but town/residence should not be more than 600 MASL.
