In Boston and New York, tunnels and the subway go under the rivers, so the notion that you can't build near a river is just nonsense.

It probably can be done but we all know the government isn't going to invest billions they don't have in actually improving the quality of people's lives. That money needs to be invested in more important things, like Cristina's Christian Louboutin shoe fetish.
What about the 2 million of netbooks for public school students, the retirement pention for that million that had no cover because they worked under the table, the asignación universal por hijo (they have Togo to school to get it, and they give it to the mother), the subsidies to electricity that allow people to get the cheapest electricity bills of the continent, the same about the public transportarion, the soft loans for building your house, and so on.
