If it does not make sense to you, why you don't just Google it and try to figure it out yourself. Or read some posts here about the efficacy of the Sputnik V after the first shot. You can also contemplate on the following complicated issue: if you have two left shoes can you wear both of them at the same time. The point is that the decision making makes absolutely NO SENSE, you could have 400,000 people fully vaccinated and protected from the virus, instead, for reasons no one can explain (other than the clear demagogic intent that Fernandez and crew have) they choose to vaccinate 800,000 people total, which helps a grand total of 0 people.
Mounting evidence suggests Sputnik COVID vaccine is safe and effective
Russia’s vaccine is in use in nearly 70 nations, but its adoption has been slowed by controversies and questions over rare side effects, and it has yet to garner World Health Organization approval.

Since then, an as-yet unpublished study from the Buenos Aires Ministry of Health in Argentina, involving 40,387 vaccinated and 146,194 unvaccinated people aged 60–79, found that a single dose of Sputnik Light reduced symptomatic infections by 78.6%, hospitalizations by 87.6% effective and deaths by 84.7%.
So, Philippines FDA said something about Moderna, which brings you to some conclusion about Argentines vaccinated with Sputnik V? I see that you are a man of science.... and the Philippines' FDA has only allowed up to 42 (Like Moderna). Who's to say that if these 800K people ... Science says that it won't.
