Update on personal Black plan.
I took this plan 10 days ago.
As I understand, that full services of this plan is activated only after 90 days. This means you can not make international calls, have international roaming or use their hotline "25225* for first 90 days.
However, you can approach them and request them. They take case by case. As I had the same number for 2 years on prepago personal plan, they decided to open my line in 10 days. However, I do not not have access to their special personal black hotline for another 80 days.
