I don't think that this late in the game, they're still left to themselves to quarantine at home. Home might require a lot of travel from the point of entry to destination.
Saw three large white buses unload people with lugagge at a medium sized hotel on Juncal and Suipacha. No police or Gendarmeria presence.
The pax were bunched together outside instead of making a long, organized and spreaded line. QED. No brains to declare.
