I used to do that years ago, but current local ATM fees are murderous.if you have a US bank account, it's easy.
1. put 20k in your account- one that gives you the withdraw fees back abroad
2. take it out at the bank in either country

I'm asking regarding any changes that have been made to requirements for starting bank accounts in Uruguay (for foreigners). BBVA raised its minimum this year from $15K to $50K. I brought with me as many documents as possible when I opened my account in person a long time ago, while I lived in the USA.
