How can we improve Argentina?

I would have to be exiled, the only passport i own says Republica De Argentina. Hopefully this idea will click with other Argentines and change their ways. It's not that i am unpatriotic, i would only use this approach because i love my country. It's very upsetting when you hear people who visit Buenos Aires say " I remember the parillas, milongas, minas and all the dog crap on the streets"....

I am sure you aren't unpatriotic - keep repeating that when you use your new passport (bought on the Argentinian government's expense account) entering your new patria, Zimbabwe :D
 
I believe that if there is a will positive changes can be easily made in Argentina and many of them can become self funding .

IE. Cartoneros can be employed as Street Cleaners and also have power to issue fines for littering. The only way that you can teach people good habits if through their hip pocket and if they realise that they will be fined and those fines are properly enforced this city could be one of the cleanest in the world. Cartoneros as well deserve dignity and the government should help them to have a job that pays them a decent wage as well as incentives based on production .

The government needs to employ 20000 traffic police who will administer the roads enforcing strict fines and impoundment of vehicles that contravene laws. The road toll is a national disgrace in Argentina and gives a image of recklessness of the Argentine people . We should never condone that a car be used as a weapon and here it is obvious that many use cars for the purpose of intimidating others. The national road toll should be 70 percent less than it is now which will save billions in lost production due to injury and death.

Education should be the top priority of our government and should be equal to all . Private schools should never be much better than public schools as this creates a culture of favoritism for the wealthier.
Human values and respect for others must be a course of learning from a young age as cultural values are learnt more from a classroom than from home.
Languages must be very high priority and Portugese and English should be compulsory . Multilinguality creates smarter healthier individuals and less nationalism.
Sport must be a high priority with great emphasis of health and good eating habits. This country has a incredible range of fruit and vegetables but you would never know it if you shop in most supermarkets in Buenos Aires. Diets overall must be improved in this country and less reliance must be placed on legal drugs to improve mood and lose weight etc etc. A national action plan should be in place to improve peoples eating habits and encourage healthy exercise. Buenos Aires has many parks where the government could implement programs of public health and exercise.

The workers in Argentina need to be motivated to work their best . Many professions can and should implement incentives to earn higher wages based on work performance and attitude. Im sure that efficiency would be greatly improved if there are extra monetary incentives for those who work harder . Saying that I believe that minimum wages should be always fair and no exploitation of others in sweat shop conditions is ever allowed . Treat people with respect and make sure that you are always fair.
 
Get rid of half the busstops

Build new colegios industriales with the help of ITBA and UTN
 
I would eliminate buses in the city and would replace them for tramways ( like those in SF ) no pollution, no noise, no crazy speeding.

Mandatory 6-7 hour school days for all children all over the country. Increase Education budget.

Mandatory volunteering upon completion of any UBA studies or give the option to pay for tuition.

Illegal immigrants who commit crimes are instantly deported

Relocation housing plans to develop areas other than Buenos Aires.

Villas should be urbanized and people will have the choice to buy their properties.

Protests should be regulated: those who block roads, bridges, etc should be arrested.

Lower vat on basic food items.

Work hand in hand with provinces to achieve a true Federal country.

Lower tax exports upon increase of production ( goal scheme )

Increase Public Health budget.

Audit companies that provide basic services such as electricity, gas, etc so that they re invest what they should. Lower subsidies gradually.

Criminal code should be reformed and corruption crimes should be punishable with prison.

Open mandatory primaries for all political parties.

Garbage recycling plans.

Bank deposits should be guaranteed by the National Treasury up to a certain amount. Clear rules will bring investors back.

Taxes should be paid according to income, tax evasion should be punishable with prison.

Excellent thoughts, Nikad! I (a foreigner) would modify only to urge deportation of all illegal immigrants -- allowing the breaking of any law to go unredressed contributes to the flouting of all laws -- and to emphasize that governmental corruption must be rooted out through all means possible.
 
As well taxi's need to stay at one place if they dont have a passenger and invent special places for taxi's like in provincia

Well, the Constitution here says "...para todos los habitantes del mundo que quieran habitar el suelo Argentino ..." that is why I think immigration has always been so flexible, I am all for immigration, but if you stay illegally and commit crimes, then you do not even deserve a chance to stay. I am not for kicking them out, but helping them become legal residents and contribute with their culture, knowledge and woerk, not with crime.

The city has formally employed 1700 cartoneros. They have health insurance, will be able to get a pension when they retire and are provided with uniforms ( blue with yellow stripes ). They are not allowed to work with minors ( you sometimes see cartoneros with their kids working ). The city estimates there are 5000 cartoneros in total and they expect to formally hire them all by 2010.
