I Was Swindled Out Of $1000 Dollars

My dad used to say that, and unfortunately I'm finding it's true.
It's not my service, it's a service I have used and recommended many times in the past. Last time just a few days ago. It's an office downtown, with security, that charges a max of 5% per transaction (with, I believe a minimum flat fee for smaller amounts). The staff is extremely professional and courteous. The head guy is very outgoing and is "beyond" petty problems so he doesn't pose any in turn.

Seeing as today ends in about ten minutes, and IG appears to be more worried about his reputation...
(exhibited by addressing an issue with another forum member in the first few sentences FIRST; THEN providing a well written non-responsive response...I almost considered it an acceptable response before I tried looking for a substantive statement that actually addresses Joe's request: pay me back by Friday-close of business or I publish the correspondence/pics/name; and FINALLY addressing a totally unrelated issue which has passed and is totally unrelated to Joe's request aside from it being presumably a history of character)
...than what Joe has consistently asked for in the forum (and allegedly off the forum), why does he not just use a US bank account to transfer funds directly to Joe's US bank account at whatever agreed upon fees and pretend this never happened.
Forget about getting Joe a good rate. Forget about doing Joe any more favors that have only served to delay this whole predicament that seems to have caused both parties a lot of stress. If IG still has the money or he has the funds to cover it in a bank account or credit card, just get it over with and be done.
IG, this may have been a stressful time for you in Uruguay, but I just don't see why you would assume the responsibility of making it up to Joe any other way than just getting the cash back in his account and letting him handle getting the good rate for himself here. If in fact you will be staying in Uruguay, then that helps you to not have to worry about when you are returning.
About your stuff, if Joe moves before you make it back for it, you should make arrangements prior to that time or Joe does what any landlord would do upon a tenant vacating and puts everything outside the apartment. Easy-breezy, no more worries, stuff can be replaced but a reputation and trust is a lot harder to rebuild. Save yourself the heartache and do the right thing for Joe now so you can completely worry about yourself untroubled going forward.
