There's actually a former president of a country who has to be veeeerrryyyy careful where he goes (not in the 147 countries who ratified the treaty against torture).
He even had to cancel at the last minute a trip to Switzerland, fearing he could get arrested.

As for the independence of the US Justice system, check the Chevron-Texaco story in Ecuador (that's 30 years people are dying... Still waiting for the money).
Oddly enough, an oil spill in Alaska or Florida gets settled & paid more quickly.
