Ok here’s the final deal.
Argentine citizens/residents and those of all neighboring countries can enter thru Ezeiza or the port terminal from Uruguay and waive the need to quarantine for 14 days if they — at the time of submitting the electronic DDJJ include a negative PCR certificate with the sample taken no more than 72hs before arrival. You cannot have the test done here in Argentina — it needs to be performed at the origin. Only those flying from a neighboring countries will have this option, those coming from say the US or Europe with just a stop over in Brazil will need to to do the 14 days.
The new examption is based on nationality/residence so Americans and Europeans cannot travel still.
Technically Argentines can still game the system by flying thru Brazil on a separate ticket, enter with a DNI and stay for a day or two and then fly with a negative PCR home. It can be done. It’s a loophole.
Nationals/residents of neighboring countries will be allowed to enter only for a limited number of day (10 or so) and must stay in the BA metro area. Not allowed to travel in the interior.

Thanks very much for the info, dsp. So, Oct 30--as stated in the article--is the date for allowing citizens of neighboring countries to enter CABA for 10 days. This is contrary to this article in BA Times, which says a date has not yet been determined--that it would be "this summer" sometime. Don't want to misinform friends. Yes, this is Argentina.

It's been decided. It's as of this Friday. They need the Brazilians to bring dollars :) It's a long weekend in Brazil this week due to a national holiday on Monday. If they can get the PCR in on time ;)

Thanks. Then there is some hope of allowing in folks from USA--and their wads of dollars--sometime this summer. At this point, why not?

FFS... what a non sense policy! How is Brazil any better or worse in terms of COVID than the US or Europe at the end of the day? Talk about making complication for the sake of complication.
Oh well, as you suggest the best thing to do is just “travel to And from Brazil” and what happens before after never gets mentioned. You can get an quick PCR test done at GRU in Terminal 3 now.

It is astounding how an actual government responsible for decisions affecting actual people can adopt policies with so little rhyme or reason.

With 15K daily infections domestically, they’re opening up to Brazil, but not Canada or Europe. In the name of fighting COVID. SMH.

Works, of course, only with Argentine citizens. If you have a DNI extranjero, this will not fly (no pun intended).

Look for infections and deaths to climb on the daily counts as a result of this change in policy.

Scary & sad, but consistent with all previous incorrect actions and decisions of the government.
 
On a side not. Does anyone know how on earth is Latam planning to fill up 7 flights a week in November — on thursdays and saturdays even flying 2x from São Paulo? Has that frequency been approved by Anac?
