I don't think is compression, its actually a part of the traffic shaping they do. You have uncapped speed for some time (it goes as fast as your pipes will support,and that changes depending on what other people are doing in your general area)
Its just a feature you get when contracting cable internet, there's nothing to license. It doesn't work for P2P, so I don't know how it will work with an US based proxy or a SSH tunnel or anything the cable company doesn't particularly like. And of course, the specifics can change whenever they feel like it
