When is the right time to get a fire insurance? when the house it already burning?
That is an excellent question!
The preexisting condition provision of Obamacare "gives" individuals the option to pay a small tax instead of enrolling in a plan. When they get sick, then they can enroll and perhaps receive care. The only thing they are guaranteed is that they can enroll after getting sick or being in an accident.
That's not the way "insurance" works.
As long as not enrolling entails a (much) smaller tax than the cost of an approved plan and it is not a crime not to enroll, many people will simply not participate in Obamacare until they "need" to.
And they will not receive the "preventative" care that was supposed to actually reduce illness and lower health care costs as part of the original plan.
In order for Obamacare to "work" more coercion will be necessary. And it is coming.
It may take a while, but the single payer "option" will eventually be the solution.
And it's what Obama wanted all along.
