It should also not be forgotten that " El éxito es de los intrépidos".Success belongs to the risk takers.While it is now known that crisis does not mean opportunity in Chinese,it does mean both danger and a crucial point when something begins or changes.It'd appear that both the Chinese themselves and the Brazilians realize this.However,in L.A.,it is the Brazilians who take the most risk in order to be first and on the cutting edge in many business opportunities.Thus affording themselves the possibility of créating value added-employment-at home. O.K. sometimes they may walk a little "on the wild side" but,they should get a payoff in the end.The Argentines,on the other hand,are risk averse to an extreme,unfortunately, because even though they are a very talented people,they miss out on a lot of opportunities.

I wouldn't call this government risk-averse. Almost everything they do is risky (riskier, admittedly, for the people they govern than for themselves).
