I've been tipping at least 10% in Argentine restaurants for the past 30 years. I'm from EEUU and my argentine relatives think I'm nuts. They tip 2-3% or nothing. I waited tables in my starving 20's and have to resist temptation to tip more than I do. I imagine every waiter using my tip for rent, food, etc.
