Checking out Tandil - lots of videos in YouTube. It's a regular city - 140,000 people and over 120 restaurants. Good video in Spanish on what's like to live and work in Tandil:
 
A caveat on moving to a small town: medical facilities are not, emphasize - NOT - very good. Even people from Rosario, Mendoza, Cordoba, and Mar del Plata travel to BA's hospitals for treatment.

Or, if they are really rich, import whole surgical teams to be operated on in their own city. My surgeon cousin once traveled with his team to Mendoza to operate on a wealthy guy. Six people in all, five star hotel, etc. Four days, from patient surgery preparation to supervising recovery.

Public medical hospital in the city of Olavarria....
The Municipal Hospital of Olavarría "Dr Hector Cura", is a public hospital located in the town of Olavarría. It is currently the most important public health facility in the center of the province of Buenos Aires, as well as being a regional benchmark....
Thanks to its wide range of facilities and equipment, the Municipal Hospital of Olavarría provides high quality services in various medical specialties.

In the Surgical Care area: General, Vascular and Phlebolological, Maxillofacial, Plastic and Neurosurgery procedures are performed, accompanied by the Anesthesiology service. For emergencies, the Hospital has a Coronary Unit, Emergency sector and Intensive Care.
The Hospital is associated with the Higher School of Health Sciences and the School of Nursing of the Universidad Nacional del Centro de la Provincia de Buenos Aires. The students carry out their regular practices there.
In the Postgraduate area, residencies are offered in various specialties , including Surgical Clinic, Gynecology and Obstetrics, Intensive Therapy, Emergentology, among others....

In addition,
the Olavarría Municipal Hospital offers periodic courses and refresher seminars for professionals, remaining faithful to its teaching commitment.

I cannot comment from personal experience on the level of their medical care. I have not required their services during many stays in Olavarria.

I know a few locals who use the
hospital, and say it provides excellent (free) care , that was before pandemic. There are several paid options as well,plus
Vittal ambulance for emergencies.
 
A personal experience on medical care.

A few years ago, at the farm, I had an infected insect bite. Went to the local Colonia clinic - best in the Departamento - and got an antibiotic that did not work. Returned to BA and went to San Isidro's San Lucas clinic, where I was seen by a dermatologist who prescribed another antibiotic that didn't work either. Got a referral to another private doctor in BA, and a third antibiotic that did not work.

After four weeks of this runaround I was getting desperate, so on a friend's advice I made an appointment with Dr.Stamboulian, BA's best infectious disease specialist. He removed the scab to see what was going on, and prescribed the right antibiotic. The wound healed in four days.
 
While we’re on the subject of local travel, does anybody know if the long distance buses that move out of Retiro are running?.
I wouldn’t mind taking a brake from BA. But I have a feeling that the options for travel are limited. Ditto for train service.

The local friends that I visit use the public hospital and are of the same opinion. Thanks for pointing out that the emergency ambulance service is provided by Vittal...important data. Since the start of the pandemic? In early March, they were vacationing in their summer bungalow in Nueva Palmira. They elected to stay and ride out the quarantine in Uruguay. Still there and doing fine...neither one has regretted their decision.
