Don't They Have Any Shame?

That letter was extremely clever. Daring Obama to come out and say that yes, he believes in American Exceptionalism, including decision outside international constructs when necessary (upset lots of people who aren't from the US, the UN, Russia (hardly matters) and to an extent China...and the soft centre left of the US including half his own party) OR say (or strongly infer) he doesn't believe in it, let the US back down and let good old mother bring a bit of order to this unruly region through old diplomacy and international agreement (inflaming the right and the hawks in his own party, solidfying his poor international relations reputation).

Obama backed himself into one hell of a corner there. I would say that he is hoping for some quantifiable failure in the Russian plan which will allow him to demonstrate that might is needed where diplomacy fails.
 
Today Ban Ki Moon said that the UN reports proved Assad used poison gas against his own people. America didn't fabricate this and at least this time, there is clear evidence of his weapons of mass destruction. Furthermore Moon said Assad will be charged with crimes against humanity.

I think you misread the news.
Ban Ki Moon said that there is overwhelming evidence that chemical weapons were used in Syria, but not by whom. In regards of the crimes against humanity, straight from the news source:

"In unusual candor, the secretary-general said that Syrian President Bashar Assad "has committed many crimes against humanity."The U.N. chief's deputy spokesman, Farhan Haq, said that Ban was not referring to the chemical weapons attack but to reports from the Human Rights Council and U.N. High Commissioner for Human Rights Navi Pillay."
