If Santiago Vera Sanudo from Spring Texas http://santiagovera.com/ & Joe are American (edit: he's Canadian), if the 1.000 USD have been sent from an US account, then it might be more clever to make a legal claim against him not in Argentina or Uruguay (easy to go to another country), but in the US. Not sure how this could be done (civil/criminal claim?) since I don't know much about the US justice system but that certainly would be the most annoying for Santiago Vera Sanudo.

Small claim court, $5000 max damage. If you file with the small claim court, and Santiago does not show up, there will be a record against him all the time.
