No, the problem are the employed of Court. They were choseen by the judges who were employeds of Videla. They learned to work enforcing abolished laws. Their education sucks. When the judge retires, his second in command works as a judge by passing the legal procedure for becoming a judge until a real judge is assignef by the Congress, procedure that is boycotted continiously by the old order.
This explains how abolished laws are enforced at Court.

They learned to work enforcing abolished laws. Their education sucks.
