There isn't an author, its based on the polandball meme. There's thousands of them on Argentina and Brazil too.

One of my in-laws lived for just under 10 years in Mexico. He brought home a saying with him, "A profitable business is to buy an argentino for what he's worth and sell him for what he thinks he's worth".
