Reduced flight schedules and current entry / exit requirements

These openings are good news but we aren't out of the woods yet. There will need to be stabilization of the demand and supply of flights for a few months. Then I think Delta virus will get here and the gov will make stupid choices again and we will be under some kind of new restrictive rules (but not as restrictive as the previous rules).

End of flight quotas: how the supply of tickets will increase due to vaccination advances....Confirmations by ANAC are expected in the next few days.
According to the latest administrative decision on flights from abroad -published on Friday, September 30 in the Official Bulletin-, the Gov't will eliminate the daily quota for the entry of passengers 14 days after 50% of the population has the complete vaccination schedule (two doses). This percentage has already been met during the weekend, therefore, the airlines and the National Civil Aviation Administration (ANAC) are already coordinating the new modality and the flight schedules without restrictions....However, official confirmation from the Ministry of Health is still pending. Meanwhile, as of November, the entry of non-resident foreigners will be allowed, which also changes the outlook for international airlines, which already foresee an increase in demand and in the number of flights they can schedule. From now on, the flights authorized by ANAC will be valid until December 31....
 
I've been following the new entry requirements and it seems to be unclear (surprise surprise) about who exactly can enter. In regards to tourists specifically, can an unvaccinated tourist enter with a quarantine period? Do they fall under the category of "not completed the vaccine scheme" and therefore must quarantine?

Definitely got a feeling that will happen. At the moment the Manaus variant is winning, the big question is will Delta take its place and produce another wave. I am quite surprised we are where we are now with cases quite low - the good thing is summer is around the corner which should help things as well. Hopefully the worst is behind us

However, De Pedro insisted there was a non-negotiable condition: tourists need ”to have the complete vaccination scheme.“ Airlines will not be allowed to carry unvaccinated passengers into Argentina

This suggests non vaccinated tourists won't be able to come. Of course Argentines and residents will be able to with the PCR and quarantine requirement.

....It was announced by the National Civil Aviation Administration in accordance with Administrative Decision No. 951/2021, on October 19, 2021, all quotas on the number of passengers arriving in the country by air will be lifted," states the statement issued by the ANAC. The news was announced by the National Minister of Health, Carla Vizzotti, who celebrated the achievement and thanked the population for "trusting in vaccines". However, according to the ANAC, it must be taken into account that "the necessary measures will be maintained at airports to ensure the performance of health tests and controls upon arrival of flights".
 
When tourists are allowed in will they have to show health insurance covering Covid?

....In an interview with Télam news agency, the national director of Migrations, Florencia Carignano, explained that as from Tuesday, October 19, "to enter the country, vaccinated persons (with two doses) will only have to present a negative PCR and show the complete vaccination schedule", so that they will no longer have to undergo the mandatory antigen test. The official pointed out that it was precisely the performance of these antigen tests at airports that forced to limit the number of international passengers and to space the arrival between one flight and another, since "the laboratory needed to swab all the airplanes, which must wait for the result and must be able to leave without mingling with the passengers of another airplane".

Carignano also remarked that "as most people arriving in Argentina by plane are already vaccinated with two doses", the antigen tests "will be reduced to a minimum amount", which in turn will mean that "there will be no need to wait two hours" between the arrival of one international plane and the next. "Now it is established that there will only be 90 minutes of separation between large aircraft (wide-body) and 60 minutes of difference between small aircraft (narrow-body), and not the two hours that were required until now, because that was the time required by the laboratory, which could not swab faster," she stressed to this agency, referring to the indications of Administrative Decision 951/2021. And as of October 19, as stated in Article 2 of Administrative Decision 951, "no quotas of any kind will be applied", which will allow "all flights to come to Argentina absolutely full, and other airlines to clearly join", concluded Carignano.
