This sounds like a socialist idea to implement by force that the client pays the wages of restaurant and bar workers . This will be the final nail in the coffin for this industry already suffering from very low turnover due to very high prices. Imho if You run a high class restaurant pay your staff a decent wage and do not put the onus on the client . This new law is set to be approved in the coming week .
 
An obligatory tip is not a tip, it is a charge.

They should adopt the Brazilian model of automatically including 10% on the bill and allowing customers to pay it by card and not subjecting it to one of the various transaction and business taxes that would otherwise apply under current regulations which don't give special treatment or formality to tips (The biggest issue most people have today is not having cash to leave for a tip and secondly the issue of restaurants and staff having different preferences about allowing it to be paid by card/ MP because they want to avoid tax and union/ workers rights related headaches...)

Of course the Brazilian model only applies IF the customer satisfied with the service (e.g. it is not obligatory and nor does it limit customers from leaving more if they desire).

It's a terrible idea and will create much less business for this sector . If the service is good a tip is always left but now we are forced to give this to the owners as it's on the bill . What guarantees that the waitstaff Will recieve it now as most pay the final Bill by creditcards ?

What happened to anarcho-capitalism?
 
With the proposed rates of 14%-18% which is much higher than the customary 10%, should it come to pass, I'd be interested to see the small print of the law to understand if the employees will receive 100% of it or if the union who is "advocating" this law will receive some kind of cut, commission or responsibility in distributing it...
 
How does one evaluate the service for serving a cup of coffee, and later finding the waiter for 20 minutes to get the check.

This "tax" will undoubtedly serve to diminish any incentive "To lnsure Prompt" service, perhaps not as muchas a "guaranteed income" deminishes the desire to work, but at least to some degree, and it will clearly result in a decline in restaurant patronage.

I will be very sorry to this implemented, even though it will not apply to me.
