Suggestion For Current Bank Account For Trivial Spending?

Although "Unico requisito: presentar DNI" is in bold, the bank's page still require constancia de AFIP (CUIL) which I got from ANSES... I wonder if its the same thing, as I couldn't find the link in AFIP page. Will try tomorrow and report back.

You need the Constancia de Inscription for your CUIT (not CUIL) from the AFIP website only when your are self-employed/own a business. In all other cases you just need the Constacia de CUIL from Anses which you can generate and print here: http://servicioswww.anses.gov.ar/ConstanciadeCuil2/Inicio.aspx
 
Just to clarify Rich's question and Amigo's comment regarding when I last opened a free Caja de Ahorro I have not opened an account in the last couple of weeks.

The last account I opened was in March, 2016 before the new regulation from Banco Central came out. So at the time I opened the account it was not free. But thanks to the new regulation it has become free, now. This last account was with Banco Macro. But it was the second try with Macro. The first time (different branch) they refused to open an account for me (they wanted the proof of income that Steve mentioned, which I did not have at the time). From what I understand private banks are interested in selling you a package with checking account and credit card and so on. Somebody without proof of income will not qualify for such a package. They are simple not interested in opening an account for you.

I had no issues opening an account at the state owned Banco Nación back then. They did not ask for any proof of income. Only downside with Banco Nación are the long lines. So again based on my (limited) experience I recommend to go to Banco Nación, if you have no documentation for your income. Also if you should run into problems opening the account - try a different branch.

Yup, I have the two, now. And yes I think you are right: With Macro I had a little bit of luck the second time.

I've had a CUIT since I got my DNI in 2006, but I only actually enrolled with AFIP at an AFIP office in BA in 2009 when I paid the bienes personales tax for the first (and last) time.I am not working in Argentina and I do not own a business.

I have never set foot in an ANSES office and have never had a CUIL. When I opened a Santander Rio account in 2012 I provided the constancia of my CUIT (available online).

Interesting. I got my CUIL automatically with my DNI. It is actually printed on my DNI.

Mine does as well, but I think that's because the number is the same (whether it's called a CUIT to pay taxes to AFIP or do whatever is done with the number at ANSES where it's referred to as a CUIL).

As I officially enrolled with AFIP in 2009 I have always referred to it as the CUIT and if you print out a constancia, I think it will show the CUIL/CUIT side by side at the top of the page.

I haven't been subject to the bienes personales tax since the threshold was raised to $305K pesos in 2009 (I paid for the previous year in 2009) and at this time I can see that I am officially "afuera la systema" on the AFIP website. The only reason I enrolled with AFIP in the first place was to pay the bienes personales taxes in Argentina. I haven't has any reason to contact ANSES and that's why I've never referred to the number (my DNI with three extra numbers) as a CUIL.
 
Yes you are right: The numbers for CUIT and CUIL are identical. But at least in my case I was automatically registered with ANSES when I got my DNI. I could directly get my Constancia de CUIL on the Anses website for example. That did not work for AFIP. When I needed a CUIT for a business I had to apply for a CUIT in person at the AFIP office first.
 
I had a similar experience with AFIP and actually had to enroll when I went to pay the bienes personales tax for the first time. I had the eleven digit number since I got my DNI, but I was not in the AFIP system. I always believed I had a CUIT because I was granted the visa pensionado (based on"stable" foreign income) and never had any intention of working as an employee in Argentina (which would require a tramite with ANSES).
