Yes, you will get similar rates in the provinces as well (not sure about the gloing rates in Salta, but in BA Province you'll get 0.1 below the rate on ambito). Good cuevas are fewer and harder to find, though - help of local friends/relatives might be needed.

In my experience, dollars in any condition are most welcomed. I just happen to have changed a very mixed lot of notes (some in very worn condition, most with markings/stamps, incl. old editions and smaller bills such as 100 pcs 1$-Notes) for a slightly reduced rate (6.10) last week. Try to mix old bills with good ones and you should be fine...
