Indeed, the cost per square meter when you buy is to take into account (depending on what you want: passive house, materials used, etc.).
I wouldn't feel comfortable having to trust a building company here (what will be the real quality of the concrete, if any? Sharing of responsabilities if something goes berzerk? etc.).

Gpop is also right. It should be mandatory to live at least for 6/12 months in the area prior to buying (to ask questions, to see what happens when there's a storm->water will always have the same flow, etc.).

But what nicer project than building the house of your dreams, with the blueprints you thought of!

I'm currently scouting for lots with plans to build a steel framed "en seco", I don't know that buying is always the best option as opposed to building...sorry Steve (yes, building using "Argentina Traditional" tech can be loooooong and make you crazy, but you can find companies that will use more modern techniques and material for around 8-10K pesos /square meter.
One of my primary concerns besides security is flooding. I've passed up many potential finds with promising price-tags in areas that are prone to (or have shown to be affected by) flooding.
Consider the general elevation, specific topographical characteristics, and proximity to any other pain-in-the-ass situations that would render your home uninhabitable and/or not covered by insurance (ie: chemical plant near by explodes, next door neighbor has a used tire collection and chain smokes, etc).

In my case, buying was preferable to building as I found exactly what I was looking for at a price well below the cost of new construction and was able to move in immediately after the sale of mt BA apartment, even though the escritua for my present home was delayed by ten months due to a "last minute" embargo on the property (almost four years ago).

A recent 3 inch rain once again proved the seller's claim that the house does not flood as a result of torrential downpours. I do have neighbors with livestock behind me but they are far enough away that I can't hear them or smell their livestock. There are no houses in front or on either side of my property for hundreds of meters and there is hardly any chance there ever will be.

I do have 2500 meters beside me that I would only consider selling to another expat. They would not have to live here year round, but they would have to take the AR loyalty oath. :p

Sometimes one can get lucky, especially outside of Capital. I've considered many locations, but have to think about the needs of my family as well. Right now I'm considering Tandil, and luckily enough the company work for has offered to cover the relocation. I used http://www.floodmap.net/ to get a general idea of prone areas by overall elevation only (bump up the m above sea-level from 0 incrementing to 180 and you have a idea of where the first places to flood might be). When I go to see a lot I'll be looking for historical and current data of the lot (check out other building in the area, see if tree trunks have different colouring at the base (could indicate past flood severity), GoogleMap satellite view to scan the area for any other indicators).
I've discounted zones in Tigre for recent flooding plus the fact that even during a supposed "low tide", the Rio De La Plata may not flow out due to prevailing winds (it's a regional anomaly).
Anyways, I've always thought that you had the right idea. I want to get-outta-Dodge and live in a quieter town, get some land and plant a sustainable garden. I already grow my own food in planters but I'm looking into a larger aquaponics garden. I'm also looking to reduce any dependency to a municipality to 0.
 
For any of you looking to buy a quinta under 100k let me know,there are plenty to choose from in Chivilcoy,some with power right to your gate ,others without power and further out but way cheaper
 
Me being an ex-Toyota, can find these pre-fabricated Toyota made houses to perhaps import to AR for possible building my own
house but don' know if current CFK let me do this ? Also wanting self-sufficient enegy for heating-cooking by way of solar panel.

Can a non-citizen import these merchandise to the famed land now to build or better wait till next cabinet ?
