Actually, the big winners are Argentina's New York lawyers, who have managed to string this out so long at hourly rates that must be at least US$500 (with just a modest retainer, of course).

Two years ago Argentina was ordered to present "A Plan" , One year ago "present a Plan" 6 months ago "Present a Plan"........no, never, nada, too arrogant.
