That is correct. The consulate in NYC will accept a NY state report. However, if you apply in Argentina - an FBI report IS required and it MUST be apostilled. My two cents, it's a lot easier to do it from the outside before you arrive than it is to try and do it here.

I think it depends on where you apply on the outside. I know a couple from GA who were told by the Argentine consulate in Atlanta that it would take several months (at the least) as the docs have to be sent to migraciones in BA for approval. They were also told they were the first ever to apply for the visa rentista there.
