in The Lancet (12 April 2011): "Because circumcision of HIV-infected men did not affect transmission of high-risk HPV to their female partners, promotion of consistent safe sexual practices for HIV-infected men remains important."

Putting aside the absolutely outrageous intrusion into one´s private .. erm, life it´s a hell of a security question! Some naughty person of doubtful origin steals your lovely pristine passport and tries to enter another country (probably not the USA, that´d be pushing their luck a bit) for some dubious purpose. The immigration official is not convinced of their identity. "Ooh, look, this bloke says he's circumsized (or not, as the case may be) in his application form. Drop your pants, mate, let's see who you really are." .... okay so there are some flaws with my argument, but it's a pretty funny image....

Are you sugesting someone use a subsititute device to deceive the pecker checker (if there ever is one)?

:D Those people are not too bright - just tell them you have taken viagra or had surgery or whatever comes to your mind and they'll eat it raw :D
