"Under capitalism, most activity happens in private markets, and the government steps in to handle areas where the market struggles to earn a profit – be it defending the country, policing the streets, educating children or providing medical care to the sick and the elderly." is not an accurate definition of an economic system that is 100% capitalist. It is a description of a system that is partially capitalist and partially socialist.

How Ronald Reagan defined either is irrelevant and calling him stupid does not constitute an argument.

Few people use the term socialism to describe a system "characterized by social ownership of the means of production and co-operative management of the economy" but that's precisely how the wikipedia definition begins (and demonstrates how difficult it is to define):
